230 Stakeholders Jam-packed Seminar on Civil Registration in Cam Sur
National Statistics Office (NSO) Administrator and Civil Registrar General Carmelita N. Ericta was the Guest of Honor to the Seminar on Civil Registration, with the theme: “Civil Registration: Bringing Public Service Closer to the People,” conducted by the NSO Camarines Sur Provincial Office on July 18-19, 2013 at the La Piazza Hall, Avenue Plaza Hotel, Naga City. In her message, Administrator Ericta lauded the strong partnership of NSO and the Camarines Sur Civil Registrar’s Association (CSCRA), Inc. in conducting seminars that educate and update the skills of the civil registration stakeholders. She emphasized the importance of such seminar where civil registration information is delivered first hand to barangay civil registration agents thereby bringing public service closer to the grassroots.
The two-day seminar, which was conducted in cooperation with the CSCRA, Inc., gathered 230 civil registration stakeholders composed of Local Civil Registrars, Local Civil Registrar’s Office Clerks, Barangay Chairpersons, Barangay Secretaries, Barangay Treasurers, Barangay Health Workers, and, for the first time, Hospital Records Clerks and Lying-In Clinic Clerks.
“We were surprised by the turn-out of participants as we were only expecting about 150 to attend”, said the OIC-Regional Director of NSO Region V, Clemente Manaog. He added that it is a clear indication that more and more realize the need for continuous learning and re-learning of civil registration, especially from the barangays and those actually involved in the recording of vital events like those from the hospitals.
Birth Registration and the Rights of the Child was the first topic discussed on the first day of the seminar by NSO Statistical Coordination Officer (SCO) I Raul Aspe, Jr. This was immediately followed with Registration of Birth procedures amply discussed by Sorsogon’s Provincial Statistics Officer (PSO), Elvira Apogñol. The afternoon sessions of the first day started with the presentation of the Guidelines in the Processing of Petitions under R.A. 10172 by OIC-Regional Director of NSO Region V. The first day ended with the discussion on Marriage Laws and Family Relations by OIC-PSO of NSO Camarines Norte, Anabella Barquilla.
The second day covered the Death Registration procedures and the implementation of Barangay Civil Registration System; both topics were discussed by OIC-PSO Cecil Brondial of NSO Albay. Issues and Concerns on Civil Registration was discussed at length by SCO V Joseph Cajita of the NSO Administrator’s Office. Towards the end of the seminar, the Highlights of the 2010 Census of Population Results for Camarines Sur was presented by Maria Dulce Padayao, the OIC-PSO of NSO Camarines Sur.
